The
Harbor Advisory Committee is presently made up of seven (9) members. The members are made up of one commercial fishermen and one non-commercial mariner forming a representative knowledge from each of the major harbors, i.e. the Main Harbor (includes the North and South Basins), Pigeon Cove Harbor, Granite Pier Harbor and the Old Harbor, which includes the new White Wharf town facility. The members are appointed by the Town of Rockport Board of Selectmen (BOS) and are reappointed and sworn in annually. The committee meets once a month to act in an advisory capacity usually at the Town Library. In addition to the committee members one of the Harbormasters attends each meeting whenever possible.
The committee’s function is to work in concert with the Harbor Department to resolve any waterfront-related issues and send their recommendations to the BOS.
Some on-going tasks include:
Updating and adding to The Town of Rockport Code of By-Laws (Town of Rockport Harbor Rules and Regulations) in concert with the Harbor Department.
Assisting in the planning and management of Town’s Harbors.
Assisting in the development of the Town of Rockport White Wharf Facility.
Responsible for the development, progress, funding, and implementation of the Town of Rockport Municipal Harbor Plan. This includes working with the ADHOC Harbor Planning Committee.
Responding to requests from the Town of Rockport Board of Selectmen, discussing the subject of the BOS request at one or many meetings, coming to a conclusion, voting on it, and finally sending a letter to the BOS for their review.
Addressing unresolved problems between the Harbor Department and town mariners and sending a proposed solution to the BOS for their review.
Insuring requests from Commercial Fishermen and local mariners regarding conditions of local wharfs, floats, and ladders are submitted to the Harbor Department via memo from the Harbor Advisory Committee.
Reviewing and commenting, if deemed necessary, all MGL Chapter 91 Waterfront related licensee applications pertaining to the Town of Rockport’s Waterfront.
The Committee is presently working on the following tasks:
Making new trap storage areas on upper level of Pigeon Cove Wharf
The need for a marine fuel facility in Rockport.
Summer moorings, revisit these moorings for Front & Back Beaches.
Updating the Harbormaster job description and addressing the changing of the Harbormaster wage category.
Updating the Town of Rockport Harbor Rules and Regulations.
